Let me introduce myself to you and tell you why I am seeking the position of State Representative from the Rutland-Bennington House District that serves the Towns of Wells, Pawlet, Tinmouth, Middletown Springs, and Rupert.

I have been a resident of the Town of Wells for 30 years and have been employed as Poultney’s Town Manager for 31 years,Village Manager for 18 years. My experience and knowledge is in local government operations.

My current job description gives you a better picture of just what my position is and what my responsibilities are:

  • Responsible for the financial affairs of the of the Town and Village, including budget preparation, fiscal control and record keeping systems, acting as purchasing agent, performing risk assessment and management, long range capital budget and program planning, tax collector, delinquent tax collector, preparation of annual tax rates for the Selectboard and Village Trustees;
  • Various additional positions held with the Town, including Personnel Officer, Health Officer, Zoning Administrator, staff support to the Planning Commission and Development Review Board, E-9-1-1 Coordinator, Co-Chair Emergency Management Coordinator (6 declared Federal Disasters), Co-Director Recreation Commission and Dog Warden (by default);
  • Road Commissioner, directing and supervising the operation and maintenance of the municipal road system;
  • Grant preparation, administration and compliance in the areas Transportation (bridges, culverts, sidewalks, municipal lighting systems), Housing, Economic Development, Infrastructure improvements in the areas water and wastewater plant and collection system upgrades, storm water mitigation and collection system upgrades, public facilities and equipment, Historic Preservation, Recreation Facilities.

My list of achievements in working with the Town of Poultney also includes the writing and implementation of innumerable successful grants, projects and coordination for infrastructure improvements from many State and Federal agencies in addition to private foundations from the following:

  • US Park Service
  • USDA Rural Development – Highway equipment, Sr. Citizen Center building expansion, Library expansion and building improvements
  • FEMA (Federal Emergency Management Agency) – roads, bridges and culverts
  • Housing & Urban Development
  • VT Housing & Conservation Board
  • VT Division of Historic Preservation – multiple buildings
  • Preservation Trust of Vermont – Stonebridge Visitor’s Center
  • VT Department of Forests Parks & Recreation
    • Land & Water Conservation Fund (new Playground equipment), Poultney Recreation Commission
    • 9 years running the Lake St Catherine State Park concession stand for a Youth Employment Program for teens between the ages of 14 – 18.
  • Vermont Agency of Transportation – Enhancements, Bike & Pedestrian projects, roads, bridge and culverts, storm water mitigation sand shed;
  • VT Agency of Commerce and Community Development (Designated Downtown program, Job Development Zone, Community Development Blocks Grants for Planning, Implementation and Housing);
  • VT Department of Buildings & General Services (recreation and economic development);
  • VT Municipal Equipment Loan Program
  • VT Department of Environmental Conservation – Facilities Engineering Division, Drinking Water and Groundwater Protection Division, Wastewater Management, Lakes & Ponds Management and Protection Program;
  • VT Community Foundation
